It would be great to lock framerate. Less heat = better.

Yeah. An option like "MaxFPS" (just limit FPS). V-sync already do that, but it costs some performance.

It depends. My GPU (GTX460) got around 50C (sometimes 55C, on Skyrim for example). The driver set the speed to 30% - 35%. It's not very hot for a GPU. Four years ago, I had a GPU with passive cooler, and it was running around 105C and I used it two years.

my GPU(ATI HD4870) is around 65°C ‘cold’ when idle(yeah) and heats up to 70-72°C.
since I cleaned the fan and replaced the termal material, the fan is silent again(runs at 20% idle, 25% full load)
